had the same problem with a 38 f-20,after alot of frustration i discovered rust in the carburetor,mine was at a very difficult to clean out area,where the passage of fuel turns a 90 degree angle(the carb is drlled and then plugged) but when i disassembled it and squirted carb cleaner through each passage (one at a time) followed with compressed air,used a thin wire if not satisfied with results,i found it right between the float valve and the (big) load mixture screw, i did not want to drill out the factory installed plug, so working in these close quarters was in the twilight zone or something, good luck ,if your fuel tank has crud in it, we used bb's like a whole bunch of them,after tank was off to shake around in there and clean it up,well, you have fun now
