Joe - Sounds like you've got a wiring problem - something's hooked up wrong in your charging system. If ammeter shows +2 with everything off, it should read -1 or -2 with the ign switch on and the motor stopped, and about +10 or +12 at full RPM. At this point about all I can suggest is strip all the old wiring off and replace it with a new wiring harness.
