My Super H, late model built on Jan. 7, 1954, live hyd. etc. was Our haying tractor, mowed & raked hay and We used it to pull the PTO baler once. Like everyone has said, If You rake the hay in sensible sized windrows, the Super H will do a fine job, and save time mowing and raking using it's faster 4th gear. Baling with a PTO baler is probably a 2nd gear job. Unless Your baling on the side of a mountain, plenty of power to pull hills even with a PTO baler. Dad baled hundreds of thousands of bales after WW2 doing custom baling using an H and 50T baler with aux. engine on the baler. My Super H still has his heavy-duty drawbar on it He made using 2 full drawbars so He wouldn't break the drawbar in half! But if You make a LOT of hay You'll need something to haul in with so I agree with all the others, Better Buy'em BOTH!!!
