Don, just to add to the Red's comments, the adjustment in H brakes is in the yoke only. Make sure you have the screws at the bottom of the brake pan turned all the way in , then let off about a half turn. That holds the brake bands in place. As the Red said the bolt in the yoke might not want to come out. I had to heat mine red hot to move them and I even broke one when it was red hot. After you have freed the adjusters make sure that both sides have the same response, feel if you like, so that both brakes are equalized. When you road test lock the pedals together and you should be able to tell if both brakes are responding together..and if everything is right you should be able to slide the wheels. There is the possibility that the brake bands are worn, but the adjusters should tell the story at a glance. Good luck from Mike in Exeter Ontario
