Smoking Super C

Ok guys...I am going to look at a Super C today or tomorrow. The owner has had it for 23 years. He says it smokes some, but he has not had to replace the plugs for quite a while, so I'm thinking I can get by for a while as is. It also sounds like the governor needs to be rebuilt. The ring gear has some worn teeth and occasionally the engine will stop in the "bad" spot and the engine has to be turned some to get it to where it will engage. Sooner or later the tractor will have to be split to replace the ring gear. Other than that it is supposedly complete and the tin is straight but needs paint. Tires are fair to good. It has a 3pt adapter for the 2pt system. Hydraulics and touch control work fine. It comes with a 3pt bush hog, a 2 point plow, and a drag disk harrow. Clearly the tractor needs work. Fully restored Super Cs might go for $3000 in my area. I'm guessing it will cost the following to fix this one: $1000 engine (maybe more, maybe less) $400 Paint $300 Rebuild the governor $300 Replace ring gear (plus a bunch of headaches). $500 Unforseen problems (this may be low) That puts me at $2500 for repairs (maybe less, maybe more). I guess the implements are worth maybe $400. Asking price is $1500. I'm thinking an offer of $1000. Can you guys give me a "sanity check" here?? My intended purpose is to find a belly blade and use if for landscaping the lot we are going to buy. Thanks for your help...BB
