2nd try at an answer

I'm posting this again because I'm on "hold" on this and I need help. First post yielded no resolution. Finally got back to working on the neighbors stuck "C". Got the stuck piston free and found a new sleeve and rings. However, discovered the intake valve in that cylinder was also stuck, partially open. The water in that cylinder has eroded the valve seat surface for that intake to the point that I can't get it out with valve grinding compound (been twisting the thing for an hour). Is there an inexpensive tool that will cut a new seating angle on the head? Or, would I be just as well off to take it to my local machine shop that does valve jobs?
