Diesel timing question

I have an International 3514 with D-239 engine. The operator's manual states that injection timing should be 14 deg. BTDC static (ingine off)**at the end of the injection stroke** without the start knob pulled. The engine manual says to line up the timing marks inside the pump at 14 deg. BTDC. Alternately (and more accurate) the enigne manual says you can measure the timing at 1.0mm pre-stroke using a dial indicator to measure plunger movement at the delivery end of the pump. My pump's internal timing marks line up at 14 deg BTDC, but I measured delivery timing with a capillary tube at the #1 injector line and find that this is the START of the injection stroke. I have not measured the pre-stroke with a dial indicator. Does anybody have enough experience with these engines to explain the apparent disparity? I guess that measuring pre-stroke may be the only way to find the truth here... Thanks, Klaus
