If you have just rebuilt the engine, in my experience it is not a good thing to put it under a heavy load right away. As the rings seat in and the rough edges get worn off, the tractor should start gaining a little power and running a little cooler. If it just has no power at all, the first place I would start looking would be the ignition and valve timing. I'm sure some of the more experienced guys can give you some better advice, but thats where I would start.
