1.I don't know about the steering. 2.Does the starter spin but not engage, or does it not do anything? If it spins it may be the bendix(starter drive.) If it doesn't do anything, and is getting good connections, it could have bad bushings, brushes, or just be DEAD! I would take it apart (I take everything apart!) and see what it looks like. 3. No specific advice here other than grab a handful of wrenches, some PB Blaster, a manual, and some bee...sorry, ROOT beer, and jump in! Best of luck, you seem to have a pretty good mechanical sense, you'll get it going soon enough!
