If the fan is turning and the radiator is boiling, the radiator is not doing it's job. It is almost impossible for a water pump to fail other then external leaking and on the older IH the packing just needs to be tighten up if it leaks. Anyway back to the radiator that does not cool. The way that I check a radiator is with the hood removed from the tractor and engine running at half throttle and the engine warmed up, check the difference in the temperature of the top and bottom radiator hoses. The bottom hose should be cooler if the radiator is doing it's job. I just use my hand to feel of the hoses, BUT YOU MUST BE CAREFUL NOT TO STICK YOUR FINGERS IN THE FAN. If you feel no difference in the temperature of the top and bottom hoses it's time to pull the radaitor and have it cleaned by a radiator shop. Good luck, Keep us posted on what you find.
