Super C Smokes at Start-up

I've had the tractor for about a year and just getting started on fixing her up. Engine runs strong other than some carb problems. Just recentley when I first fire her up, a lot of blue smoke billows out until she is warm. I can deal with white or black smoke, but blue? Am I looking at a valve job or a complete rebuild? How can I tell if I need just sleeves and pistons or replace all the bearings, grind crankshaft, etc?
