Fixin' a MW hand clutch

I have an M&W hand clutch that doesn't want to work. The tractor looked like it had been left outside for a good many years and the rubber boot at the base of the clutch handle is gone. I would imagine that rain has gotten into the clutch and has rusted it together. when you take the front plate off, the whole thing will turn so i guess that part is rusted to the parts inside. How should i go about fixing this? Also, I have no light bar and i assume someone took it off cause the clutch handle and an implement lift on the other side got in the way. is there a way to have lights as well as these tall levers? thanks a lot!
