Joe unhook the governor shaft at the carb. When you remove it, note that the shaft has a tab and the butterly end has a slot. When you reinstall, make sure that tab goes into the slot. Bolt the governor shaft housing tight and let the carburetor hang for the moment from the housing. Move your throttle lever up and down and make sure the butterfly is closing and opening. If that is ok, then bolt the carb. back up to the manifold. Don't forget the gasket between the carb. and manifold!!
