Governor internal spring

I am told the internal spring has to go a certain way on my Super C. The problem is this: the Super C parts manual shows one way and the I&T manual shows another way and the spring was in a third of the four possible ways. The governor was not working properly so I think it was in wrong.

Could someone please tell me if the open side of the hook on each end of the spring go toward the middle of the tractor or toward the right side of the tractor.I believe the open end probably goes toward the same side for each end because it would be in quite a bind if they were opposite.
