This sounds very strange. I adjusted the brakes on my 52 after I bought it. My Cub still had the original paint and decals. The brake adjusting nuts were pretty tight and rusty and I had to torque them pretty hard to get them to turn. I turned them hard and had no problems. I'm not sure why the brakes would need adjusting after only 2 months either, unless the seals were bad and the bands are getting oil soaked (in which case they should have note that and told you they needed to be replaced). I don't know how many makers there are for the brakes, but I bet Case IH makes them and makes them right. You probably have some other brand would be my guess. Dealer liability...if they are reputable then they should replace them for free, but more than likely they will replace the parts (if defective) and stick you with the work.
