hydrostatic trans problems.

I have an international 3515 industrial tractor with a loader and backhoe. All hydraulic systems to power steering, backhoe and loader controls all seem to work ok. The problem is with the hydrostatic transmission. The tractor will move at about 1/2 the speed it should on level ground. It will not pull itself up a 5-10 degree incline and cannot dig into a pile of dirt with the loader. Hydraulic fluid appears to be a milky yellow color.Speed and torque power seem to get worse as tractor reaches operating temperature. At operating temperature transmission chatters in high range and tractor will not move at all. Any help on what to look for will be very much appriciated.
