Loosen the fittings to the cylinder and
then push the mower down manually. the relief may not
be opening and thus causing the pump to dead
head and stall the motor. The linkage on the
mower assembly might be messed up causing the
mower to not lower, or a sticking valve with
crude in the valve and or cylinder.
