I measured a few, there are at least two styles, but the easiest to make are two 3/8 plates for each rim, 1-1/4 by 1-5/8. The 1-1/4 dimension is across the rim, so the 1-5/8 dimension is along the rim, and the outside edges of the plates are 4-1/2 apart. The slot in the wheel is a little larger.

The factory ones are riveted on, two holes along the long dimension, so I would recommend drilling two 1/2 holes in each plate and plug welding the plates to the rim. That would look most like the original and should hold very well. No weld around the outside of the plates or holes through the rim.

If your rims are galvanized, wire brush it off before welding.

The plates are centered on the valve hole.

Of course never weld on rims with tubes or when aired up. Many people have been killed trying.
