Jim I've read the responses and there is some good advice. Have you set the screws at the bottom of the brake pans(covers). There is a bolt with a jam nut on it . Once you have the brakes assembled on the tractor you need to turn that screw in as far as it will go( it won't go all the way in but in tight). Then back it off 1\2 t0 3\4 turn and tighten the jam nut. Then make your adjustment at the brake clevis. If that screw is not set the brake band will not set tight to the drum when the brake is applied and thus poor or no brakes. Give me a shout if you are still stuck..Mike in Exeter Ontario
