Sounds like you are choking way too much on startup to have gas running out. I usually crank 2 or 3 turns with full choke, then crank with no choke. Once it is running you might have to milk the choke rod for the first minute until it warms up.

That weep hole is for excess gas to pour out. I would pull the can off the air breather and make sure you don't have that overfilled with oil. Also look at the general condition of the foiled material in the main can. Plugging that weep hole shouldn't kill the engine for lack of air.
