Farmall 504 lift problem

I have a F504 diesel with 1701 full hydraulic loader, equipped with fast hitch and power steering. Fast hitch hesitates to raise unless you activate one of the remote hydraulic levers then it comes right up and seems to lift any load with no problem. Have rebuilt lift cylinder and all associated valves beneath the operator's seat but have had no luck. Power steering seem's lacking sometimes, but not always. Any ideas?
