You must have the touch control levers and rockshafts in the rear position when checking the level. This is so the fluid will be at the max level, with minimum ammount in the cylinders that operate the rockshafts. If the rockshafts are forward, max fluid is in the cylinders and if reservoir is filled up, there is no place for the fluid from the cylinders to go when you move the rockshafts to the rear. The milky fluid indicates water contamination and like Tyler says, change it and clean the screen.
