Pull the starter from the tractor. You will see a gear tooth assembly and spring. When you apply juice to the starter, the centrifugal force of the starter should push that gear assembly into the teeth on the flywheel. When you release the juice, that spring pushes the gear away from the flywheel. You may simply need to clean and lubricate that area. You will quickly beable to determine if the starter teeth and ring gear teeth are worn.
