Red's right about the bolster pivot shaft - it's gotta be dropped to replace the lower steering gearbox seal. Most difficult part is getting the sector gear off the pivot shaft - mine required quite a bit of "persuasion" with a large hammer on the end of the shaft (protected by a scrap of brass flat) before it let go. The seal is also kinda tough to get into place - it's deep up in the crotch of the fixed bolster casting beyond finger reach. I wound up turning a tool out of a softwood dowel to position the seal and get it started in it's counterbore. An alternative solution is to fill the gearbox with good quality grease and forget about replacing the gearbox seals. I've found this is equally as effective in stopping gearbox oil leaks as replacing the seals, and a lot less time-consuming...
