Just had a set rebuilt on a h. Be sure the pins that hold the weights are not worn or the holes in the weights are not worn. That was my trouble. Caused the tractor to be slow activating the governor. All i had to change was the pins and weights. Added new seal and she runs like a top. Rebuilt carb while I was at it. Now it is somewhat slow starting - most of time does'nt crank until the 2nd piston comes up. Of course that was always the trouble with the h and m series was'nt it.
