If you leave the bowl off and raise the float, will it shut off the gas? If not, and if the needle and seat are brass, tap the needle into the seat lightly a couple of times. This will cause the seat to be shaped to fit the needle.
It does sound as if the float is dragging on the bowl though. Good luck,
