B Governor

A friend has a B that is giving him governor problems. When the tractor is running and you advance the throttle, the tractor RPM's do not advance. The linkage to the governor is intact and working. You can manually work the carb linkage and change tractor RPM's. If you shut the tractor down and open up the throttle and then restart, the RPM's increase. Sounds to me like a sticking governor. Anyone have any other input?
Is there access to the governor on a B without tearing down the front end? He has not found an access plate as of yet? Thanks for the help
