The belt pulley and the PTO run from the same shaft. There is a gear on that shaft that runs the PTO shaft and another gear that runs the belt pulley. If the belt pulley runs and the PTO does not, the something is wrong in the gear on the PTO shaft that meshes on the common drive shaft for the pulley and PTO. If the PTO shaft has slid out, the likely the gears are no longer in mesh. It's not exactly clear to me from looking at the parts diagram as to how all this is held together. It does look to me though that you are going to have to remove the PTO/pulley assembly from the transmission to fix the problem.
