560 clutch problem

On my dad's 560 the clutch doesn't disengage the engine from the transmission. I figure it's the clutch plate stuck to either the flywheel or the pressure plate. Is this just my punishment for parking it outside, or an indication I need to do a clutch a/o torque job? It did the same thing earlier this year, then got to where it was working again. T/A hasn't worked since he got the tractor. Last question, am I better off putting in a direct shaft that replaces the T/A? We've been doing without it for 20 years, after all. Thanks for any advice you can give.
