Now your talking. Sounds like real restoration potential to me. Since the engine is free and all. I would take a second look at tires before buying. If tires are in good shape it sounds like a fair buying price to me. If tires are shot, I'm not really sure if it would be a good buying price but that's strictly up to you. I'm a little hazzy on how rare a W-30 is and what a good old average one is worth. Just remember you are going to have to find a rim for it. Not sure if other model Farmall's would happen to use the same rim. If not you'll be looking for a parts tractor and since you don't see any other W-30's in your area, that might be tuff. I think (but not absolutely sure) the F-30 has the same engine. That may help you find a carb and perhaps a rim if the wheels are the same. Most F series tractors from the 1930's could use the same mag. I presume they would fit on the W-30 and if so that would help out tremendously on the mag. You might double check to see if the owner happens to have the carb and mag laying around someplace. If it uses the F-4 mag, I seen an advertisement in a magazine that had rebuilt F-4 mags listed for $200. Don't let that scare you becuase I know I could find a used one alot cheaper than that. They are pretty common and I bet you could find one as well. It just don't hurt to look it over a second time for cracked manifold and things as such. There might be some opportunity there at $700 so good luck.

Most judgements on what should be purchased rather than fabricated stem from: Originality - If the tractor restoration is to be 100% original, it is likely that you should spend the time and money to locate the component in the used or New-old-stock market. Since this can be extremely difficult, you may want to fabricate the item or purchase a modern replacement temporarily, but eventually, you s
