You should use a rust disolver such as naval jelly
on them. That will eliminate the rust. Then you
can prime with a good quality primer (preferably
a self-etching primer).If the pits are shallow,
use a filling primer. If they are deep, use a filling primer followed by polyester spot putty.
polyester spot putty is similar to regular body putty but it sands smoother and finer. It uses hardener like body putty. It wont shrink over time like laquer spot putty.
