That little arm is also attached onto the shaft
with a key. You need to get the key out if you
want to slide the cover off the shaft. You could
also take the whole shaft out with the cover and
brake band attached. I am just redoing the brakes
on my "H" and have had help from the board. There
are some recent entries down below a ways that
might be helpful.
