It could be that it is to tight and that is the reason that it will not snap over center, i can't remember the amount of pull that is required to snap it over center some where around 50 to 65 lbs of pull i think try backing off the clutch and see what happens. You do know how to do that , if not then pull the top cover off over top of the clutch houseing and with the clutch disengauged can't remember if it has a pin that you pull or if it has a bolt and a tab that you take off but what ever you rotate the ring counter clock wise a littel and try to snap it in and keep backing it off till it does if this is not the problem then you have something blocking it .
