there is a hole in the bottom of the carb that is covered with a felt stuff to keep dirt out. It is to let any gas drip out that gets into the that part of the carb like if it floods. Have you checked the float setting? My SMTA would leak fuel out the bottom whenb starting. I thought it was the carb but then realized it was pushing air down the intake manifold, Problem was the cam shaft was chipped off on the end allowing the valves to be out of time. This was cuased by the live hydraulic pump driven off of the cam gear, Haven't had a problem since I changed cam shafts. Don't know about a hold plugged with a pop rivit unless someone has changed something on it
