49 Cub overhaul

Looking for any experience in rebuilding Cub motors. Its at the machine shop being rebored,revalved,crank turned,decked,mill head. There is got to be a way of getting more than 12hp out of a motor this size even if only 1800rpm. Everyone around here says there very under powered. Any experience in uping hp in the Cubs please let me know, were going to have a neighborhood pull with about six cubs.
