It sound to me that your valve stem is backing of , the valve stem sets the pressure on the pto. It take a special fitting to check the clutch lock up pressure , you can order one form Case IH you need a gauge that will read up to 600 LBS . When you start to pull the valve up just a littel you shoul have at least 35 to 45 LBS on the gauge then with the valve all the way in the up posision it should have about 225 LBS , myself I set them to 250 to 265 with the Hdy. oil warm about 140 degrees oil temp. then if you walk throught the clutches you got to many ponys under the hood. Just for the heck of it try turning the valve stem into the nut about 4 or 5 turns and see what happens. but do get someone to check the pressure .
