Must be overlookin it

I have been restoring a 1948 farmall H and since I recieved it in many pieces things are either changed or not fittin right. I can't get the valves set because when the rocker arm adjustment screw is turned all the way down there is still a half inch of up and down play in the pushrods. So after measuring and stewing over it I thought I'd ask you guys! Here is a list of casting numbers and measurements I have taken to possibly assist you in helping me. Block 6695 D,Head 8043 DG, Rockerarms 45036 DB, push rods are 14 9/16 inches,tappets are 2 1/4 inches long, Camshaft 43962DB, valves are T1672 Marvel A and 5 1/16 inches long and when installed in the head they stick up approx. 1 5/8 inches off the machined surface the valves have just been ground to fit the seats. Any help would be greatly appreciated. Thanks, Joe
