Nick.....most hitches like that were made out of cast steel cause of strength.....to weld it you should if you can is put it in a forge or something like it so it's close to "cherrie red hot" then weld....to cool ....I would bury in clean,dry sand and forget about it for about 2 hours.....hope this helps...
