Rusty rims

Bought a set of rims for my 14,has star shape wheels,40 inch rims and tires.Outside looks real good but the insides were very rusty on both.One cleaned up real good while the other was so-so.I scraped and knocked and wire brused most of not all of the rust out and have it pretty good but would like to put something on there to keep from possibly puncturing the tube in case I missed a spot or two.Any ideas?(No,new rims arent an option as noone carries them,at least not the right ones.)
