Craig, there is an actuator plate between the two disks in the brake housing. It consists of two plates held together by two springs. Inside are two steel balls. Remove springs to take apart. Clean all parts and very lightly lubricate steel balls. Wipe off all excess oil. Check your pinion shaft that the discs slide onto. Make sure it is not worn out or chewed up. Probably should replace the brake discs while you are there. Make sure the pinion shaft seal is not leaking oil into the brake housing. Replace seal if necessary. Make sure brake pedal free travel is correct. Think it is supposed to be 1 inch.
