14.9's are kinda an obb-ball tire but I think it i designed to go on a 14" rim because no one makes a 13" anymore. It's better to subsitute down arim size than up. So the 12" wide rim would be fine. I wouldn't bother trying to splice in an inch or two to the width. The 15.5's NEED the 14" rim. 16.9's need 15", and 18.4's need 16". And the next size narrower is the alternate on all those sizes. Ply rating of the tire does not affect the rim width.
