Darrel (with 1 "L") My '49 Cub governor was acting similar to what you describe. I traced the problem to the shaft that goes from the governor on the right side of the tractor and across the front of the engine to the throttle linkage on the left side of the tractor. Where this shaft was inserted into the governor, it had a lot of play. Thus I could advance the operator lever and the governor would respond, but the shaft might or might not turn, thus the throttle didn't always respond. I removed the shaft (just pulls out). There's a little key at the top of it and the key was fine but the shaft was worn down at the bottom. I don't have welding equipment to build it back up, so I broke off a little piece of a hack saw blade, curved it a little and shoved it into the bottom of the opening the shaft slides into. Then reinserted the shaft, tapped it lightly with a hammer to seat it fully and the free play was gone. Now the throttle responds properly to the governor. After fixing the governor, I followed the specs in my manual for setting the linkages in question. Now when I advance the operator speed lever all the way forward to the last tooth, the RPM's are much lower than they were before. However, since the governor is now reliably doing its job, this lower RPM seems sufficient. When I hit tall grass, it pours on the gas and gets the job done. Before fixing the governor, I suspect the previous owner had set the linkages up to deliver a higher than appropriate RPM to get through tall grass. Don't know if I have it right, but it sure is quieter than it was and seems better for the tractor. Mows grass/brush just as thick or tall as before, but only throttles up when it actually needs to.
