Farmall H vent system

Can anyone explain how the vent system on a Farmall H works? I’m referring to the vent system within the engine, there is a tube over the rocker arms with a small hole in it, then there are tubes that go form the head to the air cleaner and one goes from the head to the governor. What do they really do? Is this a means for any air (clean air through the air cleaner) to enter the ventilation system or what? I can’t imagine that this would ever happen, a vacuum to pull air in, because there would normally be some form of pressure not vacuum, so what it's use?
There is a road draft tube to relive any internal pressure
