F20 will not stop when spark lever in stop position.

Before doing some fall plowing, I decided to give my 38 F20 a tune up. Changed the plugs, wires and contact points. It started on the first quarter pull. Ran the tractor for a bit and decided to shut it down for lunch. When I pushed the spark lever to the stop position, the tractor just kept running. So I started to plug wires to get it to stop. The tractor would not stop running until I had pulled all the wires out of the magneto block. I was really surprised it would run on 1 plug. Most times I shut down by shutting the gas off, but since I was going to use the tractor later in the day, I just pushed the spark lever to stop. In the past this always worked. So my question is what did I do wrong when I gave the F20 a tune up? Thanks.
