farmall f20 carb problem

The carb leaks out the inlet when the fuel valve is open. When the tractor runs, shutting off the main jet needle valve will not starve out the fuel. It must be running on the internal leakage. Is it the float valve? What is the float level supposed ot be set at? Should the needle be lapped to the seat? I have replaced all the gaskets and needle valves. Cleaned the carb to medical levels of cleanliness. What can be done to solve this? I can't see paying somebody 300 (and that was quoted by a famous carb shop) to fix this. Thanks in advance for your help.
