Check the air vent tube, if the tank has one.
I had the same problem with my 2400 and found out that the extension tube attached to the vent was rusted shut. I bent up a new piece of tubing and the problem is gone. By the way, I found out about the clogged vent when I opened the fuel fill after it had been out in direct sun for a while----lots of pressure!!!!!!!!!!!!!!!!!!!!
