I understand where you are coming from, but your intuition is not right. I can tell you from experience that 6v starters do not get hot being cranked for extended periods on 12v. Do you have a different experience? And from engineering, motor amperage is based largely on motor horsepower consumed. Not nameplate horsepower, but actual power. The current through a motor's coils creates magnetic flux to make the motor spin. Only enough current to make the motor spin will be used. "Locked Rotor Amps", with the armature held stationary, is the highest amperage the motor will ever draw, and in a DC starter motor will be pretty much proportional to voltage. And the motor will heat quickly. Locked Rotor current is a standard parameter of industrial motors but is not an operating value. Don't keep voltage on a locked starter motor, it will burn it up. If the motor can spin, 12v will turn the engine at less amps than 6v in a 6v or 12v starter, or 24v starter.
