It sounds like a unit we have on one of our A's, these units work pretty good, the fact that the PTO has to be engaged in order to use it is a pain in the !#%R$ but liveable. One thing to check is that the lever (one side) is unstuck. On ours the lever was stuck and to be honest has been apart for about ten years. The pump and valve is all one unit, and I still haven't figured out how to get it unstuck.
If your tractor has hydraulics I would recommend "T" into the pressure line.

The loaders are handy, but they aren't very big.
