I think sandblasting does the overall best job, but, if you aren't careful and do things right, it can also do a lot of harm too. I have used a 4" grinder with a wire brush on it with good results and an air powered needle scaling gun works good on heavily rusted cast pieces too. I don't have much luck with paint strippers or high pressure washers, but some people like them. I have worked dents out of hoods & grills with a set of hammers & dollys. You can get a cheap set at Harbor Freight. It takes time and it's noisy, but it works. By the way, you will have to hit these old tractor parts a lot harder than you would the fender any modern automobile. The metal is a LOT thicker.
