Sometimes, if the carburetor is full of gas, the bowl will fill up only slowly. Try draining the carburetor.

The gas cap may also be plugged, and you have a vacuum on the fuel tank. Remove the gas cap and see whether that affects the fuel flow.

If that does not fix the problem, you can take off the gas cap and remove the fuel line from the carburetor. If gas flows freely, the inlet to the carb is plugged.

Lastly, you can put a rubber hose on the fuel line and blow back into the tank. Be careful doing this, but you may fluff up the debris and help it work its way into the sediment bowl.

Be careful unscrewing the sediment bowl, you will splash a lot of gasoline around, so make sure the engine is cool and there are no sources of ignition nearby. Hose everything down after assembly and before starting the tractor.

I have pulled a sediment bowl off in the field, miles from home or a telephone, with a full tank of gas. While plugging the hole in the tank with my finger, holding the bowl between my knees and trying to clear the inlet with my "free" hand, all the while thinking about trying to make the "fast-switch" to get my finger out and the bowl screwed back in without loosing too much gas. Not a pretty sight. Then you use all your drinking water rinsing gas off the starter. That is when I started trying the "blowback" trick and it works well on tractors that have been operating and are freshly plugged.
